The primary purpose of the CDBG program is the development of viable communities through the provision of decent affordable housing, a suitable living environment, and the expansion of economic opportunities, principally for the benefit of persons of low and moderate income. ​

This nationwide competitive grant provides funding to states and private marinas or businesses for the construction, renovation, operation and maintenance of floating restrooms or pump-out and dump stations used solely by boaters or educational materials to help keep the nation’s waterways clean. 

These grants are made possible by funding from the Environmental Protection Agency (EPA) through its Environmental Justice Thriving Communities Grantmaking Program. Starting in 2024, the Foundation will distribute $52 million over three years. Applications are accepting on a rolling basis until November 2026.
